The majority of the members of every clan are weak. If you go by that logic, then every clan is weak, which it's not.
EX: Senju are weak because we have only heard of Tsunade, Tobirama, and Hashirama
Uzumaki are weak becuase we only heard of Naruto, Mito, Kushina, Nagato, and Karin
Uchiha are weak because the only notable ones we saw were Madara, Itachi, Obito, and Sasuke
It goes for every clan, they all have some fodders. But the aforementioned three clans are not weak, considering that they have the most notable ninja in the series.
In fact the Uchiha we know about are all in the top ten.
ot: I agree to some extent though about the Uchiha, excluding Obito, Madara, Sasuke, and Itachi. They were fodders and would be commiting suicide if they attempted the coup against Konoha. But the Uchiha fodders were probably stronger than the other clan fodders, minus the senju fodders.
