Madara had the EMS and used Izanagi and was blind in one eye for the rest of his life until his Rinnegan awakened.

Sasuke doesn't need Izanagi to destroy the Hyuga.

That's for non Uchiha's. EMS Madara used Izanagi. And other Uchiha's used Izanami to stop other Uchiha's from using Izanagi.
