That was referring to old era and madara was the one saying it, who was of that Era not of the current era, he didn't know itachi or Shi Sui or sasuke his reincarnation existed he spoke from only his experience that's it nothing more, you can take it how you want but it's manga fact or that Era only 2 Uchiha and 2 Senju were noteworthy and that was madara and izuna and Hashirama and Tobirama and hashirama being better than Madara meant the Senju were better than the Uchiha, Senju however died off while Uchiha lived on and birth anomalies and pure geniuses like itachi obito sasuke and Shi Sui that along with all other Uchiha in history would wreck all Senju in history because only 2 of them were great by the current era's standards which are way higher than the samurai era that hashirama and madara lived in
