Sasuke restoring his clan has nothing to do with ***. It was more that he felt they were dishonored the way they, the supposed 'elite ninja' were slaughtered like mooks. So he got the idea of absolving them of their shameful deaths by avenging them and killing the one/ones responsible...that is why he went after Itachi and eventually decided to wipe out all of Konoha...to 'cleanse' his fallen clan...so it seems he is more worried about Uchiha pride/reputation than actually repopulating.
