The thing is that Tobirama does is too badass. It does not matter for that hagoromo helps or not. If Hagoromo helps, that cool. If hagoromo does not help, Tobirama will find a way. He is a scientist. To be honest, I think Kishi could have found better way to bring history in the series than bringing hagoromo left and right to talk or give power. This is BS writing.
