I agree, but then again it's not just them, and it's not just about them getting stronger. Neji should have had a character arc so that his death could have had more actual impact on the storyline.

Agreed I wanted to see more of Lee and Neji.

I wanted to see more of Konohamaru too.

I was trying to say just because one thing has different versions (in this case cars) with one being superior to another that does not mean the inferior one is useless. Like just because Ferrari exiwts that does not mean Ford is useless/non existent.

To be more clear, if Gai has 20 units of usefulness and Lee has 10, that does not mean that 10 units of usefulness from Lee is unworthy.
I explain it because you said this:

Rock Lee is a useless character when you a better version of him.

Then all the relationship and conveyed ideals between Lee and Gai would be gone.
One of the most important things about their characters is their master/student relations between them. Author drew a legacy between Dai/Gai/Lee/other student because they are meant to be hardworking characters who not only improve themselves, also pass their own skills, knowledge and ideals to next generation.

If you pluck Lee from the parts author have focused about him some notable parts of the manga would be gone along with his "superior"s major part of character.

Lee's development was pushed aside because the manga's power-scaling required Gai to step in with his taijutsu

I think that Suigetsu was a good character who did not get a lot of development - he was funny and had abilities which were the same as his brother's, who was the strongest of the Ninja Swordsmen of the Hidden Mist. I also thought he quest of recreating the Ninja Swordsmen was interesting and I hope Kishi makes something which expands upon that.
