Both characters have their similarities both think mostly of themselves and their village they don't like the scrutiny of others and think themselves to be above others(Tobirama trying to get the Tailed Beasts/Danzo trying to get the sharingan) Both use powers of others(Edo Tensei/Shisui's Sharingan). Both are intelligent but go about the wrong way of doing things. Tobirama did care far more than Danzo i'm not going to dispute that, but you can't dispute Tobirama Senju is an angel they both use pretty cowardly techniques(Tobirama always trying to trick people into thinking they won/Danzo using Izanami). Both have Senju DNA, both HATE the Uchiha clan and think of them as a huge threat rather than honestly making them comrades forcing them into their little corner as second class citizens giving them Military Police to keep them happy
