Me and my bro caught it while reading, and he is wondering what the link is. Is it paying homage to another long running series? Maybe just as a gag? Is there a parallel reference in One Piece to Naruto? I can think of a few more things, but those are the more convincing ones.

No, I think he's had enough to warrant a break before he will do this short. You mustn't be aware how much time each PANEL let alone chapter takes.
