Conditions: Both start in base and then gradually escalate as necessary.

Scenario two: Instead of VOTE Naruto it's VOTE Sasuke under the same conditions.

Is Lee better than these two?

If Naruto can go above two tails, he wins, if he can't, he loses.

I don't know about sasuke, i would say curse mark would give him the win but i don't see how curse mark is helping him much.
