1) i wuld say lee cuz he is more sincere/dedicated/hardworkin and obviously has greater spirit while training but there are a lot of + points fr naruto also..

It's hard to compare their sprits seinf how narutos is now one of peace. While rock lee is pure determination and will power to be noticed and to be the best taijutsu master

And idk if rock lee will be better with out justsu I'm not sure if hirudora and asakujaku is Taijutsu or not. If they are jutsus I don't think so if not and rock lee can learn them then he might.

Hirudora is taijutsu, Kisame's Giant water shark jutsu eats ninjutsu since Hirudora took it out we can infer that its pure taijutsu.

Someone at Gai's level can't be surpassed easily.IMO you can say that lee surpassed gai only when he commands the same kind of respect from his peers.It's not just about that,gai has more experience and has better leadership qualities.Lee still has a long way to go if he wants to reach gai's level.
