Ya he can. Power gives influence, and he's just as powerful as Naruto and deserves equal credit with Naruto for help saving the world from BZ and Kayuga. If a time came where Naruto wasn't present to be Hokage, Sasuke would most definitely be runner up but he probably would reject it. I don't see him as being the sitting down all the time, paper work type.

All I know is that Naruto actually managed to become Hokage while Sasuke was not. One accomplished their goals while the other couldn't. Hec even Itachi had more faith in Naruto than he did in Sasuke. Lol 2nd Hokage...

Naruto: Hokage of a village - he protects Konoha only, which, by the way, he failed to to do as we've seen in Boruto manga;

Sasuke: Hokage of the world and other dimensions - HE protects not only Konoha, but also the world and other dimensions.
