Easy, but expensive.
I stream from time to time, usually whenever I can get on. I use Elgato Capture Card which I bought for around $100 online.
There are tons of capture cards out there that you can use. My recommendation is either Elgato or Black Magic.
I'm currently in the process of building a custom PC, in which I will be installing BMI Pro.
I personally love Elgato. The stream is clear and there is no lag, but it also depends on your mbps, your download rate, internet etc. You can run a test here and estimate how fast you can stream

For broadcasting software, there are tons, as well, but I personally use OBS (Open Broadcast Software) which is free and quite the same as most others people use but pay for. You can find it
