Eminem never says the n word in any of his songs and he is still one of the top 3 greatest rappers of all time. His freestyles are crazy good and use to do them on albums. Lil Wayne's freestyles are trash like everything else he's done in the last 5 years. His last good project was no ceilings. Tupac and rappers such as him aren't overrated at all, they rap about real issues they dealt with

Agreed, Biggie's had meaning no doubt, but Pac brought to a new level.

I like this song but I prefer Pac's songs with a little bit more meaning.. Like "who you do you believe in?"

And it's crazy how much music he made durning his career, I hear a new one almost all the time

In a freestyle rap battle, I'll give it up to Tupac. Eminem seems like he's using writtens (though I can't claim that true). Writtens vs written freestyle, I'll give it to Em. In a cypher, Pac. In album battle, Pac. Not battling but if both made a song about a specific subject, then it's a toss up on which style you like better. Eminem has prose and usually bent words to make them rhyme and used a different voice when he rapped. Whereas 2Pac was more rhythmic with his lines with rhymes within rhymes and his lwords naturally rhymed.
