s1: tsuru dofla ran away when he saw her ship yeah he wasnt in his prime but considering he wanted to find law so bad that time but he didnt even think about facing her that alone should tell how fearsome she was
s2: i would still give this to tsuru but i dont really know

Tsuru's feats aren't well documented or known....based on her experience in war and the great Pirate era and the fact that Garp seems to see her as a competent vice-admiral I would give it to Tsuru in both situations. Any evidence anyone can give me to the contrary I will take into consideration.
