Oh but Jiraiya also said it didn't matter if he was drunk or not.. =]. He also stated Tsunade is rusty (something people keep forgetting)..

Top 20 = Tsunade, unless you can find me someone who can counter her poison, and is better than her in medical ninjutsu...

Its funny, that her poisoning Jiraiya isn't even something i put into the thread.. i simply used the part where he admits himself that she can make poison that ninja can't detect. If Jiraiya wasn't drunk Tsunade wouldn't have put it in his sake.. . simple as that.

Thats the top 10 according to me... and if we don't include the first generation Kages.. Tsunade makes it in the top 20s... As I said even you aren't including poison in her arsenal. Bro, there is a difference between characters in the manga, and then using them as "Action figures" in VS threads. I solely talk about characters in the manga, and what they have and can use.

Let me ask you this, Are you gonna restrict Batman to only have his belt and fighting techniques? Despite him having armors, and batmobile.. and etc in his arsenal..
