Tsunade

I think Tsunade was a bit foolish allowing Jiraiya going to the hidden rain village on his own. She knew the risk as well as he, so why not send reinforcements. I know that Jiraiya wanted to go on his own but seriously. I know he didn't want to risk anything but for gods sake when you know the risk of death is that great then do something about it. I'm not character bashing or placing all the blame on one or the other but I felt like both especially Tsunade could have done more.

Jiraiya wasn't really a Leaf Village citizen at that point, Tsunade had no jurisdiction over him.

But the ANBUS are weak, especially when we are comparing them with the Akatsuki. They couldn't deal even with Pain's summons.

I say it was both there faults but mostly Jiraiyas. She couldve sent reinforcements after him and he shouldnt have gone alone

actually jiraiya was still a shinobi of the leaf tsunade did have jurisdiction however due to there close connection plus his status as a sannin and the fact he was gathering intel on the akatsuki he wasnt in the village a lot

tsunade however trusted jiraiya which is why she believed him to by himself, and in all honesty it would have been harder for others to go in with him since he had to infiltrate the rain village.. this would have been harder to do with more people and anyone not up to jiraiya's level would have been a hindrance again pein since his abilities at the time were unknown :|
