So you're a troll, but that's ok because you just don't read carefully enough to get your facts straight. But I will handle the three scenarios you gave.It's not a bash thread ,but i just want to see your opinion on some of her decisions to assign missions.
She assinged a very important mission ( To rescue the Kazekage!) to 2 teams (8 people) not to mention Naruto and Sakura at this point weren't that strong and TenTen is useless
Why would she assign Asuma, Shikamaru and the 2 fodder chunnin to take on Akatsuki members! She already knows that Akatsuki can take out Kages and small nations yet she send 1 Jonin, 1 Smart Chunnin and 2 Meh Chunnin against them with basically NO BACKUP :nuts:
Then she send Team 10 + Kakashi which wasn't a bad idea, since Kakashi is strong and Shikamaru has already assesed the Hidan and Kakazu's abilities, but how hard would it have been to have some Jonins with them like Genma, Kurenai etc.
She put next to no struggle when Jiraiya told her that he was going to find Pain alone.
Again this is not a Bash thread i want to hear your opinions on this
1. To the first proposition, she sent the Kakashi, one of the two strongest jonin in Konoha, and Gai one of the two strongest jonins in the village, she sent Neji one of the strongest hyuuga/ jonin. She sent Sakura, her apprentice. Naruto who she just watched prove his skill against Kakashi, tenten and Lee to assist an entire village of shinobi, to defeat a 2 man team. It was common knowledge, and knowledge Tsunade would definitely have, that Akatsuki works in two man pairs. To defeat 2 men she sent 3 jonin, 4 chunnin, and Naruto. The standard platoon is 1 jonin and three gennin, or a 3 to 4 man cell. In addition to whatever the sand had to offer. Now whose, problem is it that the sand only sent 1 ninja after their kazekage? Not Tsunade's.
Further there mission was not to rescue the kazekage at all.

2. Now for your second scenario. You're wrong again, that is not what Tsunade sent.

3. Tsunade didn't send team 10. Team 10 were apart of 2 groups out of the above mentioned 80. Team 10 decided to go back out directly after loved ones were told, and Tsunade spent 9 pages in an attempt to stop team ten, but allowed them to go if Kakashi was with them, because she new even if they were forbade, they'd sneak out later. She then sent reinforcements in the shape of team 7. In addition, to the other 18 teams that were out looking for them.
4. Jiraiya mission was to spy and to gather information. In the beginning of their talk it was made clear that Pein was the leader of one of two factions in a country that had extremely tight security. Adding more people to the would have increased the likelihood of jiraiya getting caught, and having to fight. Further, in terms of reputation and portrayal the sannin at that point were known to be the strongest konoha nin. She offered herself, the most high ranked shinobi of all.
