Sorry, but I disagree on most fronts.
- Hidan: People greatly under-rate Hidan. Let's not forget that Kakashi was having a very hard time - even though he had a support team and three T Sharingen - against Hidan's close range Taijutsu skills. All he has to do is take a bit of her blood and it's all over for her. And given Tsunade's speed, that shouldn'e be an issue for Hidan who's raw speed is pretty fast. Hidan takes this mid-difference.
- Kakuzu - It took Kakashi, Naruto, and Shimaru's (Ridiculously far-fetched planning) to take out Kakuzu. How is TSunade countering his speed, his doton attacks, and powerful ninjusts would be extremely hard to avoid given her speed feats. I don't see her winning this at all. People also forget that these two beat a full-fledged Jinchuriki without breaking a sweat. Kakuzu takes this mid-difference.
- Deidara - Deidara's bombs are extremely long ranged. Had Gaara not exhausted his sand to save the entire village - which was meant as a diversion to wear him out - he wouldn't blown the whole village to smithereens. He doesn't even need to come down. He can keep on dropping his bombs until her chakra runs out. He takes this mid difference.
- Sasori - I am sorry, but this is just a one-sided match given Sasori's lack of chakra and Stamina limitations, his iron sand, his lethal poison needles etc. He is just too much for Tsunade, who has shown nothing in the whole manga to avoid any such attacks. He takes this low difference.
- Kisame - He is debatable and the whole thing boils down to his water dome. If she can break out, she can win. Otherwise, I am unsure. I'll consider this 50-50. Samheda shouldn't be a problem for her, as one punch would break it to pieces.
- Itachi - Tsunade has shown no speed feats to avoid Amatersu, YAsaka Magatama, Sussano sword, or any additional feats to counter or avoid Genjutsu at Itachi's level as he can cast it with his finger alone. Low difference.
- Pein - Jiriya was only able to take down only one of the offensive paths with his sage-mode sound Genjutsu. Tsunade doesn't have any such genjutsu with her. Jiriya was beaten badly as soon as he faced the actual offensive team, as Deva Path alone makes up for around 90 % of Nagato's power, because he needs to either completely shut off the other paths to do high tier techniques like CT, or the paths recovery is drastically reduced if he used the higher form of Shinra Tensai called the Almighty Push.
He was killed by Asura effortlessly. I can't see any different for her as well. So low difference for Pein.
- Konan - This might be a debatable fight, as Katsuya's acid might inhibit her paper transformations. Albeit this is also a maybe, I am giving her the benefit of doubt, as her billion bomb technique requires a laughable amount of prep time and cutting down of countless trees. With prep, I still see Tsunade wining this Jutsu because of her immortal technique and Katsuya backing her up.
Scratch that, I think she has a fairly good chance here. I give this to Tsunade mid-difference.
- Tobi - Kamui, Izanagi? No difference at all.
If I count Madara as well, as he is the actual guy pulling the strings, albeit the tables seem to have turned, we can't say for sure. Henceforth, if I do count him:
- Madara - PS, Tsukiyomi, Yasaka Magatama, Sussano clones. Zero difference.
