Theres no such thing as V1 and V2. Its just something the fans came up with so they dont have to say "When A charges his Raiton armor to its fullest". So The thirds speeds cannot be compared based on that.

Sandaime Raikage wins mid difficulty.

Tsunade isn't outrunning the Raikage since clearly he is faster and will catch up to Tsunade. When the alliance was able to keep their distance, it was because wind natured and earth natured shinobi were able to slow him down allowing them to run away.

I'm not even sure what effect Katsuyu acid will have on him but since he managed to dodge rasenshuriken, I say he dodges the acid easily. Once he gets close to Tsunade, Katsuyu won't be able to spit acid at the 3rd Raikage without risking hitting Tsunade.

In CQC, the 3rd Raikage has the complete edge because he is faster and more durable. Due to the 3rd Raikage's speed and reflex advantage given to him by raiton armour, Tsunade, at best can only land partial hits which won't faze the 3rd Raikage.

Eventually he'll just slice her in half with hell stab.

It was never stated old Hiruzen was stronger than the 3rd Raikage because Kabuto compared him with the 5 current Gokage at Hiruzen's time which included 4th Raikage, Mei, Onoki and 4th Kazekage.
