I'll definitely go with Tsunade on this one. I doubt he can kill her or protect himself with his use of Gold Dust, basically.
She would eventually break through it and reach him. At best he would be able to overwhelm her with a 'tsunami', but that's it. I'm not even sure how much harm he could do, but i dare claiming a single use of regeneration would be enough, just in case.

I really think Kishi dropped the ball with Rasa, which is a pity.
