Ok people, when I saw it in the manga I tilted my head, but seeing it again in the anime made me really understand that Naruto keeps seemingly saving his Hokage. (not that I hadn't thought of it b4)
The first time was in his fight with pain (or you could even go as far back as her fight with Kabuto but I won't count that because of the fear of blood) where she looked completely shocked that one of the paths of pain was seemingly too fast for her to keep up with (albiet I'm sure she would've put up a much better fight had she not of protected the village)
But this time vs the Raikage I can't help but think that she'd be totally outmatched. He is just too fast and it's almost like the Sasuke vs Sakura match up wherein even if Sakura's punch is stronger Sasuke is still faster and chidori does too much damage (back in the days when Sasuke didn't have Sussano)
However she is much more potent against an enemy like Madara, Orochimaru etc. wherein she has to keep fighting and the enemies movements aren't as fast as the Raikage's, especially being able to use Mitonic Regeneration
