I'm going with Tsunade, high-diff.

Her evasive skills are perfect to step aside from the lava and if Mei decides to use mist to cover herself and have a better chance to land a jutsu, then Tsunade can punch the ground to disperse enough mist around her or summon Katsuyu to stand above her attacks.
Byakugo would allow her to withstand partial hits and even if she got a full hot bath of lava, she could heal inside Katsuyu and have her protecting her for a few seconds until she's ready again.
With teamwork they could potencially achieve a scenario similar to this one (
