I didn't vote because I don't think we've seen enough of Tsunade to judge. The biggest fight I've seen was with Oro when she was super emotional and still afraid of blood and out of practice. She's also 20 years older than Kisame which we saw with Oro vs. The Third that age does matter. Overflowing Youth!!!! I don't think she is called legendary though just because of her medical nin and gambling addiction so I think there is a lot more to her that we haven't seen. Kisame is still really strong even without his sword which was shown in his second fight against Guy/Gai. Whoever would win I think it would be with great difficulty.
