its only that a time-bound sage mode is not practical most of the time so they learn to fuse their bodies later on after the training

Tsunade med difficulty. Without summons and sage mode Jiraiya isn't that strong. He simply lacks the firepower to take Tsunade down.

However, I'm not sure whether the Swamp of the Underworld is that great...

Jiraiya's hair is a good counter to a CQC fighter like Tsunade but she can potentially catch Jiraiya off guard by smashing the ground and going for the kill.

I don't know, I'll go with Jiraiya high difficulty.

Tsunade isn't regenerating a vital organ like the heart or the brain.

A Rasengan to the noggin could probably end her.
