Kakuzu will send out the wind and fire beast fused while he will spamm Suiton and Raiton from himself while protecting himself with Dotonomu. The only way to beat a beast is breaking his mask. Good look in trying this with close combat when the beast can send a blast of wind and fire at her.

Consider Tsunade in the position Kakashi and the rest was before Yamato and Naruto appeared.

I swear Tsunade has to be the most underrated and overrated character of all time, if that makes sense. Like, either she is horribly underrated or overrated by her fans.

With that said, Kakuzu isn't beating her with nothing short of medium-difficulty. To suggest it's not even debatable is borderline retarded. In my opinion, it can go either way high-difficulty.
