tsunade is strong, but a lot of her technique comes from storing and releasing chakra from her limbs and her fist at the right moment to give it that extra push.

If gai can withstand that sudden power boost in the very beginning, then he could win this with mid/high diff.

If you give gai access to gates, then gai takes this even with her major power boost.

Be that as it may breaking a man through a wall seems a lot less impressive than lifting a sword when your only a fraction of the size of the handle. None of his strength feats compare to hers but we know Sakura is strong enough to break through a solid stone blocking a large cave with a single hand. We also know Tsunade's base strength is far greater than that.... So breaking walls<Tsunade's strength.
