perhaps Katsuyu cannot stop an edo from regenerating but there is good reason to believe she can restrict their movement which is as good as sealing in terms of edos.

Well it's one doubtful that he could do a katon without oxygen for starters, it's also unlikely he can do a katon with his hands being immobile and therefore no handseals, and it's also unlikely that a katon will be harmful to Katsuyu

Assuming Tsunade has some sealing techs, she wins this. I'm pretty sure she does considering she is the Hokage and one of the legendary 3. Both Orochimaru and Jiraiya are good at sealing techs so I see no reason why Tsunade wouldn't at least be knowledgeable in them.
