Tsunade > Ay (ofcourse)

Power-ups-

Tsunade has Hyokogou (the thing that she uses against madara)
Ay has better Lightning Armor

So, Ay > Tsunade

Summoning -

Tsunade > Ay (Katsuyu is a good summoning creature, Ay has i guess none)

Chakra -

Tsunade has hell lot of chakra, remember when pain attacked, tsunade had enough chakra to heal the entire village plus she is Senju)

Tsunade > Ay

So, in the end i think

Tsunade > Ay has she will restore again and again and drag the battle for a longer time putting raikage at dis-advantage.

I doubt tsunade can keep that tech on for long and there is a reason it's forbidden, A has a bijuu level chakra tsunade has not been said to, even then raikage moves don't take much chakra while tsunade does, so tsunade can't play a battle of attrition w/ the raikage neither can she outlast him. A takes this tsunade just become a niusance that don't want die.

we havnt seen raikage go all out. we only saw his armor and physical str. and theres no way in hell he became raikage just with that. myt as well put darui or bee in charge.

1. I think you forget something very important. Tsunade talked about how much chakra healing requires during her fight with Kabuto even with her precise chakra abilities. The fact that she was able to heal an entire village with healing costing so much speaks more to her stamina than does A's supposed chakra of a bijuu and which bijuu exactly. If it's the one tails i'd hardly call that a terrorizing amount.

2. Raikage has one technique. There's not much diversity and not much to wonder about how he will attack you.

3. Referring to point two the raikage has one arm which means he can't form handseals. That is unless he possesses the same kenkkei genkai that Kakashi said Haku possessed. Which means his whole arsenal is limited to one tech

4. Raikage has shown great stupidity. In trying to secure power over the summit he threw a temper tantrum. When fighting sasuke not once but twice showed disregard for the black flames. Thirdly he ripped his own arm off which is a great handicap for himself for reasons mentioned in point 3.

5. While Raikage may have had more techs to get him in the door as raikage he kind of screwed himself when he ripped off his arm. So all he's left with is Raiton armor.

In conclusion given Tsunade's feats of Durability without healing and her durability with healing. In addition to her strength and cunning coupled with her summon and medical knowledge I say she takes A out. He literally only goes HULK SMASH. and all tailed beasts have equal chakra and strength with the exception of kurama cuz the sageof6 gave him his powers. since they were all divided from the 10 tails

Tsuchikage would eat him unless he gets blitzed right off the back (Jinton)

Tsunade... won't win either. ( Intellect + Medic+ Durability+Regen+ Str)
He's the weakest kage. His only real advantage over Mei is speed. But she is a stronger shinobi over all. Raikage could blitz a lot of people with speed but does that make him a stronger shinobi? Nope for instance he could blitz Gai but if Gai went 7 gates something is telling me Gai would pull out that win. In addition he is by far the dumbest kage

But if we want to give people power-ups (black lightening) and kenkkei genkkai (one handed seals) (wait im sorry he's the only ninja who does not need to use hand seals to form his chakra) without any evidence to back it why don't we say there is a slug sage mode and the slug princess tsunade knows it and therefore she will dominate him. Doesn't make sense does it? Nor is it a fair statement. You can't just give people powers because you want him to win. Like someone suggested a level 3 raiton would be pure lightening. And someone else suggested that his raiton armor doesn't use much chakra... we don't know these things and there is no way to know these things. So let's not get carried away.

I agree with A being the weakest kage...I just don't know why he's so overrated.He has a very little variety of attacks,no intelligence and his only real advantage over someone is the speed,which is also a very overrated factor.
