that is a fact..without her head she cannot heal... he is a hella amount faster than her and can just dodge her blows while hitting her...of course she will avoid the head blows(or at least try..but in the end it is inevitable)

A is a close range fighter, Tsunade would end up predicting his movements thanks to her durability. She's able to land a hit on the ground in order to destabilize him... It's not like A is going to be playing volley ball with her head since she can tank almost any of his attacks and fight back consequently.
