Haha, wow. If there's anything the Raikage is much smarter than her. He is a battle genius who lead the shinobi alliance alliance on the battlefield, he was the one giving the order. Besides, he has much more battle experience than her.
Anyway, intelligence won't define the winner here, it's all about speed and reaction.

About the decapitating part :

Because the lariat will decapitate her U_U shattering the ground won't make a difference..also now your relying on the "intelligence" argument A is not an idiot..he had the right idea with sasuke and only reason sasuke survived was because of susanno and enton also his sharingan. A wins unless you can show tsunade to have reflexes on par with Minato and the speed of FTG to evade.

Simply saying Tsunade will dodge his blows because she's an "evasion specialist" holds no grounds. There's no proof that she's ever been skilled enough to evade an opponent of Raikage's calibur, let alone speed. Not to mention the Sharingan aids in evasion aswell, and we see that didn't help Sasuke much. Tsunade doesn't have predictive abilities like Sasuke does so her chances at evading his blows are even more unlikely.

Except Madara has the sharingan, the rinnegan and so many things that Tsunade doesn't have. You cannot use A>B>C to defend Tsunade. You have to prove how she can react and evade's the Raikage's attacks, yet you can't. I think that sums it up.
