It can, it reflected Naruto's rasengan TBB, so it should reflect Tsuande's attacks. Madara blitzes her, genjutsu isn't viable in the first place because of Katsuyu. And Gunbai having chakra infused in it will act as a sword no doubt about it. Anyways, all this takes is a Juubi sized Katon or several blitzes, which even SM Naruto couldn't react to.

Madara is master of the Sharingan, it's a safe assumption that he at least has genjutsu on Kakashi's level, which still one-shots Tsunade.

TBB and a normal punch are totally different things. TBB is chakra, if this were pokemon it'd be counted as a special attack based attack. While Tsunade's punch/kick/push/flick/poke would be counted as an attack based attack. If you were to poke the gunbai with a sword, would it reflect the swords attack or something? No.

I doubt a fan can be used for slicing.

Your stupid Pokemon logic doesn't apply here. They both exert force, which is what the fan reflects. The fan takes the force of the attack, and repels it in the opposite direction. So, if Tsunade punches it, she'll feel the force of her own punch reverberate through her body.

I doubt a fan can be used for slicing.
