Yes it is. Just because it's not 100 healings doesn't mean it's not a medical ninjutsu. He used his chakra to stop himself from bleeding out. Regenerating the tissues is what Sakura and tsunade are able to do.

Still, this doesn't count as medical ninjutsu. A medical ninja can close the wounds without using additional tools.
