Also, Tsunade didn't necessarily teach Shizune everything, and Shizune and Tsunade have two totally different fighting styles. Shizune focuses on poisons and such, Tsunade focuses on smashing your skull. We've nver seen her use Poison mist. Also, i'm not one hundred percent sure but I think Tsunade has to make direct contact to use Body Pathway Derangement, so she can channel the electricity through the nervous system. Otherwise the technique would be no different than any other lightning jutsu and would only momentarily paralyze.

She has to make contact, of course, and actually to hit them in the back of their neck so that she could sent the electrical impulses to the neocortex.
Just because you see someone having a jutsu, doesn't mean everyone can master it. Maybe Shizune has that affinity, unlike Tsunade.
On the logic you used, Royal Mei Terumi, Shizune shoul've been able to master the chakra-enhanced techniques. But she doesn't.

And no, let me explain you a thing, the one you edited (I saw it on my phone but now I am back at the computer) the fact that is a B rank jutsu and she knows it, doesn't mean that she uses it.
She is an poison expert when it comes to neutralize the poisons (thought you were a Tsunade fan, you should know that... )
