Not really, Jiraiya can beat Tsunade, so can Oro, but Oro can also beat Jiraiya.

if you would see the previous query, it is clearly a general question.. my answer is not based in Naruto but in reality in general.. someone asked on how can a snake lose to a slug.. i gave him an example and scenario.. though, anyone would know its not a general application to all species of the subject.. only narrow-minded fools would think as such.. he asked how a snake (not specie specified, an Anaconda and a Garter Snake are both snakes) would lose to a slug (Hedgehog Slug and a Banana Slug are still both slugs)..
