According to Jiraiya, Tsunade is the only user of this technique, so probably she developed it. This isn't a normal transformation technique, or else she would turn back to her normal form when she is asleep or suffers damage.

Never said it was a normal transformation technique, but the closest thing it resembles is a transformation technique, and not creation rebirth.
