I agree with Lone Wolf. It was to keep her feet on the ground to counter his gravitational technique, so he couldn't take control over her body, to repulse or lure her.

If it was for a kick why would he say that she had chakra concentrated on her feet knowing about his technique. As far as i know, Tsunade kicks everyone, not just Pain.
