I would say Firstly Hashirama Senju.

After that, I'd say the only Hokage she can beat is Hiruzen since her abilities stalemate for the most part with Minato.

And amongst the Gokage, she only loses to Oonoiki.

With the previous Kage....I'd say Muu, Trollkage, and Raikage are above her.

She's near the middle for me when it comes to Kage.

Evasive abilities beyond the average ninja due to medical training
Yin mode makes her beyond her usual strength.

None of the other hokages have strength powers like this. She is the strongest hokage.

If we are talking physical strenght then yes, In that sence tsunade is the hokage that can hit the hardest/pack the biggest punch (she is even the strongest (physically) compared to the other 4 current kages) but if you compare not only physical strenght but also nintutzu, genjutzu and better experience, she is by far the weakest hokage.
