Konan was only able to do the paper bomb thing by preparing it, also even if she did do that in a battle against Tsunade, she can have Katsuya do a reverse summoning or st. Not to mention Tsunade has 20+ years more experience and more skill.
The only reason Konan was able to do anything to Obito was because she had been analyzing him for a while and prepared to fight him using her own conclusions.

Tsunade faced EDO/EMS/ RINNEGAN Madara and survived the battle unlike Konan who was killed by MS Obito. I'm not saying Konan is weak, because she isn't, but Tsunade defeats her. Katsuyu's acid can melt Konan's paper- body.

if konan was in the war she wouldve done way more than tsunade. konan can also counter tsunade regeneration abilities with her paper bombs by blowing of her limbs and trap her. also her regeneration is not instant like hashirama's so thats another thing in her favour. and konan can easily avoid katsuyu acid attacks(even though ive never seen it) and attack with her explosive clones.

Tsunade's regeneration is instant. And Konan can never touch Tsunade if Katsuyu absorbs her.
And even Obito could strangle her so she's not immune to physical attacks.
