Tsunade is STRONGER.
I mean, she'd beat him in an armwrestle, (and ruin his arm forever) but that's not the point. She can't heal from a Rasengan to the chest or a kunai to the brain, and Minato is so much faster it's not even funny. I mean, he could dodge a superpunch (which seems to be Tsunade's only method of attack) while blindfolded and tied up. There's no winning this for ol' baa-chan.
