I am not hating, this is simply summarizing her character development throughout the story.
1. She is a Kage
She is supposed to be the leader of the village and an inspiration to others. The only people she has inspired are fellow kunoichi and medical-nin. The kage is supposed to go retaliate if the village were to be attacked by an enemy. But all she did was summon Katsuyu to heal so she can sit back and drink sake. But when things get serious, she takes action in the last second. Kages should not procrastinate. The kage is supposed to be the strongest in the village. Kakashi, Gai, Naruto and Danzo are all stronger than Tsunade. She also has a grudge against Nagato for killing Jiraiya, but all she did was stand there and talk.
2. She is a HOkage
The hokage is supposed to be the strongest of the 5 kage. A, Gaara and Oonoki are above her. And when you compare her to the previous Hokages, she is clearly outclassed.
3. She is a Senju
The Senju were praised to be even greater than the Uchiha clan. Tsunade was told by Madara that she is a weak senju. Senju should be above Uchiha, but she clearly is not.

Conclusion:
I feel like Tsunade should have been developed to a point where a majority of readers would like her, especially in the strength department. Even her reputation as a Sannin can't be compared to the successes of Jiraiya and Orochimaru.
Just my thoughts.
