Weaker in terms of combat. I'm not sure about the proportion part. Jiraiya and Oro can stand up to tailed beasts alright, and I assume Tsunade can at least handle herself considering that she can punch at an extraordinary level but due to lack of flexibility, Tsunade probably won't be very successful in taming one. Sakura is around Tsunade's level now but Sakura is nowhere near Sasuke and Naruto's level. They basically OWN all the tailed beasts.

Nah, if we look by feats Tsunade takes them both, as it was confirmed that Tsunade possesses a sill that can actually end Orochimaru. :|
Speed shouldn't even be discussed here as Tsunade has the best feats in the area.
