Is their such thing as Chakra level that are Mid-Jounin to High-Kage. The way I look at is that Tsunade has average Chakra Levels similar to the average (or "fodder") Chuunin to Jounin rank Shinobi. Their is a such thing as Chakra Control which when mastered or perfected to a degree, it ables a Shinobi to perform Justsu with less Chakra. Tsunade is a Medical ninja who mastered Chakra Control to a degree. She also possess the Yin Seal placed on her forehead which stores extra Chakrs when needed for later use. The only known Shinobi or Clan with large Chakra reserves are the Uzumaki and the only Shinobi known to possess Chakra Level compare to Bijuu is the Third Raikage (A).

In the terms of "Power Scaling," I would place her as Kage Level Skilled becuase she is a Kage, but If she was still Sannin, I would say Jounin Level Skilled.

Her chakra reserves are almost bijuu level. She healed the whole village twice.
But IMO she is mid-high Kage lvl ninja.

Her chakra level isn't that big keep in mind her slugs were helping her.

-Used Creation Rebirth to heal from Heavenly transfer jutsu
-Healed Garaa and Onoki
-Gave mei Chakra
-Used Strength of a hundred for a few hours
-Probably using Chakra enhanced strength
-Gave Onoki chakra to do his gient dust release
-Tanked 3 Fatal stabs,a yasaka thing at close range,A fire attack ment for 5 people
-Still kept her transformation jutsu going

In a Way. BUT Tsunade is still a mystery in her powers. Out of the 3 sanins. Shes shown the less jutsus. Yet shes the Greatest Medical ninja. X_X just to weird.

they hate her cause shes stronger than kakashi.

She is low Kage level. I mean if Ninja like Hashirama, Minato, Oonoki and Muu are up to high Kage level, Ninja like the third Raikage & Co. are sharing their places on mid Kage level. Tsunade, Mei & co. are just low Kage.
