Still pretty OP jutsu if used right. I don't think she would go in off-the-bat with that jutsu. I'd imagine her getting closer, then at the right time executing it.

At that close range is he not skewering anything, not only is he tired but he wont have time to motion his hands in such a way, he would stab her if anything but we already know Tsunade laughs at a stab. Tsunade dashes right at him, she has crossed way longer distances in great speed.[
