She lost her brother, and suffered from post traumatic stress disorder even in the war.........

Once Dan died she just became TOTALLY UNSATABLE, THATS WHY SHE LEFT THE VILLAGE.

She liked JIRAIYA but because he was a pervert she always rejected him because she thought he was disgusting.......

JIRAIYA always had hope that TSUNADE would return to the village......but that was not the case.

Her mind was so messed up from war, losing her brother, watching her boyfriend die that ROMANCE WAS COMPLETLE OUT OF THE QUESTION......

SHE DID NOT RECOVER FROM HER POST TRAMATIC STEESS DISORDER AND HER FEAR OF BLOOD UNTIL MEETING NARUTO.

ONCE SHE WAS OVER HER ISSUE THEN THAT GABE HER TIME TO FINALLY MOVE ON.

IT TOOK three years from when she became HOKAGE to finally realize she LOVED JIRAIYA............ITS HINTED EVERYWHERE........THERE FINAL TALK, HER THINKING ONLY ABOUT HIM WHEN HE WAS FIGHTING PAIN, CRYING OVER HIS DEATH.....

SHE MOVED ON FROM DAN AND WANTED TO GIVE JIRAIYA A CHANCE BUT HE DIED........

HOPEFULLY WE GET J-MAN IN THE THIRD SERIES........HOPEFULLY THEN SHE CAN CONFESS THE TRUTH.

Caps lock/Shouting doesn't make something true btw.

I'm not saying she didn't & she definitely loved him as a dear old friend but she had her chance before J-man set off to fight Pain. The final talk where she told him not to die? Big hint there *sarcasm since you don't want anyone you care about in the slightest dying* Many other factors contributed to her crying, including her having the power to stop it.

It seemed like anyone she loved died which was probably why she couldn't bring herself to commit. Also shows her love wasnt particularly crazy Romeo & Juliet lvl either though.

Of course she loved him. She had to keep her composure as Hokage while before her subordinates when she got the news but she completely broke down sobbing when she was alone. If that's not love then I don't know what is.

They definitely had a connection but it wasn't or isn't limited to romance even though something romantic was there and I think they never acted on it because life took them into completely different directions. J-man knew Tsunades heart and Tsunades heart had a place for Him, end of story.
