I feel that the Previous Hokage could have handled Pain differently and better.

You are aware that kishi openly nerfed tsunade so she wouldn't kill the deva path, he reasoning was that she punches to hard

She failed to protect the village which is what a Hokage is mainly about. To protect and give you're life for the village.
Now I'm not saying she is a bad Hokage becuz she at least managed to save alot of people from this explosion

She protected the villagers not the village it got destroyed but if you mean that becuz the villagers is what makes the village then yea I agree

The power changed as time went on so to me it's fair to say she did worse than all before her. That's only because of the lack of power in the village. Orochimaru caught them off guard and was handle by Hiruzen at the cost of his life, Pein came str8 at them an was too strong for them do to the lack of power in the village but overall failed.

No one else but Madara/Obito did damage to the village but they had to deal with a different level of power an was shut down fairly quick considering who they had to face. (Hashirama/Minato)

The only thing i can give Tsunade credit on is that she lasted longer than those before her (Minus Sarutobi) an got to step down for the next in line.
