how was she as hokage? it seems many people thinks she was failure as hokage

Tsunade (綱手, Tsunade) is one of Konohagakure's legendary Sannin. Though celebrated as the world's most powerful kunoichi and its greatest medical-nin, the repeated loss of her loved ones caused Tsunade to abandon the life of a shinobi for many years. She is eventually persuaded to return to Konoha and becomes its Fifth Hokage

Compared two the previous hokage she underachieved greatly but that's a harsh judgement considering the previous hokagr consisted of the hashirama the founder of konoha, tobimara the creator of countless jutsu, hiruzen the professor of jutsu and savior from orochimaru attacks, and minato the savior of konoha from obito and the nine tails attack. I think if u are to judge her ad a hokage u shouldn't compare her to the previous because her enemies consisted of those who his in shadows such as the akatsuki while the previous hokage mostly faced threats from nations which are easier to deal with because of their known location. With that said, I'd give her a B- grade sa hokage because even tho her village was destroyed completely, her medical ninjutsu prevented 1000s of lives from dying. I think she wasn't a horrible hokage but definitely is not great

I feel that the Previous Hokage could have handled Pain differently and better.

tsunade was a decent hokage. her reign was not during times of war so she didn't have a chance to prove herself as a commander or shinobi, she kept naruto safe from akatsuki unlike all the other kages, and although she couldn't stop pain she did lower the amount af casualties that he inflicted on the village all by herself and entrusted the fighting to her capable shinobi.

she was a 7/10 hokage

Now I'm not saying she is a bad Hokage becuz she at least managed to save alot of people from this explosion

Not a bad one, actually. Thing is, a lot of bad stuff happened while she was in charge but almost nothing was actually her fault (Pain Invasion and Fourth Great Ninja War)

One of the best.

- Rebuilt the village after the Sound/Sand invasion
- Repaired relations with the sand.
- Didnt take any shit from Danzo or the elders. Allowed Naruto to go on missions and didnt use him as just a weapon.
- Only village leader to respond to another village's Jinjuriki problem.
- Stood against the SA and allowed Naruto and Bee to join the fight.

She saved the people, the village can always be rebuilt. Plus no other hokage aside from Hashirama and Naruto would have been able to stop CST. Her summon Katsuyu giving intel to Naruto is a big reason why he was able to beat Pain.
