I consider Itachi the victor. His Mangekyo techniques are not what I am looking at in the first place but all of his basic skills which make him as dangerous as he is, such as the speed, the feints and the intellectual superiority, which was highly hyped by Kabuto.
I'm not consider Itachi to dash off with his Mangekyo Sharingan or any other linear movement, but already start with a illusion they don't recognize as one [

Itachi proved the highest level of skills in various areas even if not based on his Doujutsu. The Doujutsu however even heightens his capacity of reaction, allows him to use various intense Genjutsu which express a part of his fast and unpredictable feints and actions, and ultimately delights him with the Sharingan's ability to see through and read all kinds of Jutsu and actions.
That said, his three most powerful techniques composed of Tsukuyomi, Amaterasu and Susanoo, which holds its two supernatural items, and able to end the battle directly with respectively one blow; in former two cases with merely an eye contact or glance, makes me believe that Itachi is the clear victor.
