Tsunade a Raiton user?

I didn't notice this until i went back and re-read the first part of Naruto, but in this page, Tsunade says that she "turns her chakra into electricity".

I do not know how to insert the picture, but she says it right here:

I know that this was before the manga explained that everyone has a chakra affinity and that it is difficult to transform your chakra into an element unless you have an affinity for it, but i didn't know if an attack on this scale counts.

What do you guys think? Is Tsunade a Raiton user, is she going against her affinity, or is a jutsu of this size small enough that it doesn't count as an elemental attack?

i think its only an assumed chakra nature for her. but you may be right
