She's not because she can't match minato's speed

Tobirama can change the landscape into water she has no chance against him surrounded by water...she can heal herself but she can still drown

Hiruzen taught her and knows her abilities so he has one hell of an upper hand, plus this is the Professor we're talking about.
Tobirama fought off 20 elite shinobi in order to give his team a chance to flee. He also once faced Kinkaku and Ginkaku after they had consumed the Kyuubi's chakra, and though he was beat the **** up he survived.
Tsunade is great, but in no way is she top 2 Hokage.

Tsunade is the weakest hokage.
I know it was part one but Hiruzen was hyped to be the strongest hokage and he defeated orochimaru + the first and second (even though they weren't in control). He was hyped to know every technique in Konoha so I am pretty sure he could beat Tsunade. After all he did defeat Orochimaru who I highly doubt Tsunade could defeat.
Tobirama would just drown her.
Minato would just keep rasenganing her till she couldn't heal anymore.
And I don't think there is an explanation needed for Hashirama

Even if she isn't as strong as previous kage she is still an awesome hokage for her medical skills alone. What she did during pains destruction of the leaf village was amazing. To protect your village with minimal casualities, the death count after the destruction would have been insane if it wasnt for tsunade.

So to me it doesn't matter if she can or cant one shot other characters.

I think Tsunade and Minato are on the same level. I only put him before Tsunade is his speed. He is extremely fast, it wouldn't be surprising if he decapitates her... But if Tsunade has knowledge about his abilities, she can use her slug to melt the Kunais.

By feats Hiruzen is stronger.

To be clear, Hashirama is the Strongest Hokage. Thats undebateable. But there is competition forbthe second spot, and my choice is Tsunade.
I know you guys are most likely saying Minato or Hiruzen, so let me address that
Minato- Is strong and fast. FTG an OP tech. But, against Tsunade it wont matter much. She can Instanrly yeal herself against his attacks. Theyll just fight until he runs out of chakra. Then its game over
Hiruzen- Hes all hype tbh. I dont give a Fück if hes prime or not. Tsunade can easily tank all his attacks. She can kill Enma to.
Nobody is prolly going to say Tobirama so why bother xd. But shes no doubt 2nd place. One hit and youre dead

Almost forgot, dont even mention RDS. It kills them in the process, and How pathetic is your best move killing you? Seariously!
