False, EDO Itachi AND Sasuke beat Kabuto. OT False many people can avoid being caught in it by sensing like Tobirama,DSM Kabuto, Fusion Kisame,Guy and probably Oro. Perfect Jin can break it and most likely other chakra disruption ways can which many people have. It also been doubtful it can work on Kakuzu and Sasori as well.
